Those are two different discounts and they do not compete. A meter saves you a few cents against the retail counter price on a single-piece letter. Presort automation is a separate, much deeper discount that requires sorted, CASS verified, barcoded mail with postal documentation. Depending on the mailing and the USPS rates in effect, presorted 5-digit automation can run around 20% less than metered First-Class, and that gap compounds fast at volume.
